No Independent National Human Rights Commission has been established. None of the above-mentioned reforms related to the improvement of the human rights situation were implemented in 1996. President Ahmad Tejan Kabbah signed with revolutionary United Front (RUF) leader Foday Sankoh, granting Sankoh a position in the transitional government as well as an amnesty for him and all fighters. The convention is called Lomé, the capital of Togo, where negotiations took place and the agreement was signed. A RUF team led by the Chairman of the People`s War Council, Soloman Y.B. Rogers, returned to Sierra Leone to gain the support of the Rebel Command. Bockarie lobbied for more seats, but withdrew after Charles Taylor intervened. Finally, Kabbah and Sankoh signed the agreement in Lomé on 7 July 1999. Parliament ratified the agreement unanimously on 16 July.
